New Delhi, (IANS): The Ministry of Electronics and Information Technology (MeitY) has taken a major step towards strengthening India's digital governance with the launch of the Digital Brand Identity Manual (DBIM). The DBIM, which was unveiled at the first 'Chief Information Officer (CIO) Conference 2025' here, is part of the Gov.In initiative. It aims to create a unified and standardised digital identity across all government ministries, departments and agencies. The objective is to enhance the user experience, improve accessibility, and ensure a seamless digital presence for government platforms, said the ministry. “The DBIM will enhance the government's "Minimum Government, Maximum Governance" approach by introducing "Uniform Governance," ensuring a standardised and cohesive digital presence across all ministries and platforms,” said Union Minister of State for Electronics and IT, Jitin Prasada. He added that the initiative focuses on simplifying and standardising government websites, ensuring that citizens from diverse backgrounds can easily navigate and access essential government services. To support this initiative, the government has introduced several key tools. The DBIM Toolkit has been developed to ensure uniformity in digital branding across various government platforms. The Gov.In CMS Platform has been launched to help ministries and departments manage their websites efficiently. Additionally, the Central Content Publishing System (CCPS) has been introduced to streamline content governance and ensure consistency in information dissemination. To standardise government communication on digital platforms, the government has also established Social Media Campaign Guidelines that will help maintain a uniform approach to online engagement. The MeitY website has already been redesigned to comply with DBIM guidelines, and four other ministry websites have also migrated to the Gov.In CMS platform. More government portals are expected to follow soon. By standardising colour schemes, typography, and iconography, DBIM will bring uniformity across websites, mobile applications, and social media platforms. This will help government agencies build a stronger and more credible online presence, both in India and globally. GENEVA - When Red Cross staff work in conflict zones, their recognisable red-on-white emblems signal they and those they are helping should not be targeted. Now, as warfare and attacks increasingly move into cyberspace, the organisation wants to create a digital emblem that would alert would-be attackers that they have entered computer systems of the Red Cross or medical facilities. The International Committee of the Red Cross (ICRC) called Thursday on countries to support the idea, arguing that such a digital emblem would help protect humanitarian infrastructure against erroneous targeting. "As societies digitalise, cyber operations are becoming a reality of armed conflict," ICRC's director-general Robert Mardini said in a statement. "The 'digital emblem' is a concrete step to protect essential medical infrastructure and the ICRC in the digital realm." For more than 150 years, the organisation's distinctive emblems -- the red cross and red crescent, and more recently the red crystal -- have conveyed in times of conflict that the people, facilities and objects they mark are protected under international law and that attacking them constitutes a war crime. - Potential for abuse? - But to date, there are no such signals in the cyber world. The ICRC has been mulling this idea for a while, launching a project in 2020 to examine the technical feasibility of creating a digital emblem, and opening consultations to weigh the benefits of such a system against potential for abuse. Concerns have been raised that such an emblem could risk identifying a set of "soft targets" to malicious actors, making it easier to systematically target them. Malicious actors could also misuse a digital emblem to falsely identify their operations as having protected status under international law. But on Thursday, the ICRC presented a new report titled "Digitalising the Red Cross, Red Crescent and Red Crystal emblems", concluding that the advantages outweighed the risks. In the foreword, Mardini stressed that cyberattacks on medical facilities and humanitarian infrastructure can have dramatic, and deadly, real-life consequences. He pointed to a growing numbers of cyberattacks on hospitals since the onset of the Covid-19 pandemic, which "have disrupted life-saving treatment for patients and forced doctors and nurses to resort to pen and paper at a time when their urgent work was needed most." - 'Massive shock' - And the ICRC itself fell victim to a massive cyberattack last January, in which hackers seized the data of more than half a million extremely vulnerable people, including some fleeing conflict, detainees and unaccompanied migrants. That attack "was really a massive shock for our institution," Balthasar Staehelin, ICRC's director of digital transformation and data, told a conference in Geneva recently. While stressing that his organisation had long been focused on data protection, Mardini said the "data breach highlighted the urgency of our work in this area." "Protecting personal data, and ensuring the availability and integrity of our data and systems in the digital space, is essential to assist and protect people in the real world," he added. In the January case, hackers targeted an external company in Switzerland that the ICRC contracts to store data, and it remains unclear if the organisation itself had been intentionally targeted. If unintentional, the attack could have been averted if the date bore an emblem signalling it was protected under international law, ICRC legal advisor Tilman Rodenhauser said during an event Thursday launching the report. Such an emblem would provide "an additional layer of protection", he said, stressing it would "signal to professional cyber operators that they need to stay out, by law and by ethics standards." ICRC said it had been working with a number of universities and others to develop possible technical solutions for a digital emblem. It pointed to several possible approaches, including embedding the emblem in a domain name (for instance www.hospital.emblem), or embedding it in the IP address, with a specific sequence of numbers signalling a protected digital asset. ![]() BRUSSELS - The EU will take the next crucial step on Wednesday towards launching a digital version of the euro, a controversial project that has come under attack from the public, politicians and banks before it even exists. From China to the United States, Jamaica to Japan, dozens of central banks worldwide are exploring or have already put in place digital currencies as electronic payments dominate the way people spend their money and cash usage dwindles. The move to create a digital version of the single currency began in 2020 when European Central Bank (ECB) President Christine Lagarde suggested the idea and the Frankfurt-based body launched a public consultation. Digital euro enthusiasts say it will complement cash and ensure the ECB does not leave a gap that could be filled by private, usually non-European, players and other central banks. Critics question the need for a digital euro and banks warn of major risks, while the ECB's own study found the public was concerned over payment privacy. "If we are just duplicating the existing payment infrastructure with the digital euro, that is not a good enough business case. For the time being, the digital euro seems to be a solution in search of a problem," German MEP Markus Ferber told AFP. The European Commission, the EU's executive arm, will publish a proposal on Wednesday that will be the legal foundation on which the ECB could launch a digital euro. The final law must be backed by the EU's 27 member states and the European Parliament. The ECB is set to give the formal green light to a digital euro in October and the expectation is that it will be available from 2027 onwards. - Benefits 'outweigh' costs - According to a draft proposal seen by AFP, the commission noted the digital euro's "long-term benefits... outweigh its costs" and warned "the costs of no action can potentially be very large". The currency would be available for individuals living in the euro area and visitors. Lagarde argued in March during a panel event that the digital currency was important for resilience and to "safeguard European payment autonomy". Many of the means of payments are "not necessarily European", she noted, adding it was "very unhealthy to rely on one single source of payment". US giants Visa and Mastercard currently dominate the global card payment market. Her comments are in line with the EU's greater focus on bringing production to Europe or nearer to the bloc and moving away from relying on third countries. Others argue, however, the EU's plans spell trouble, especially for banks. The European Banking Federation (EBF) warned in March of the "significant risk for banks" because of the potential for bank runs as customers could hold their funds in digital euro accounts and wallets, moving them away from the banks' balance sheets. The draft proposal includes a provision that will limit how much money people can keep in digital euros -- ECB officials have suggested a cap of 3,000 euros ($3,300). The commission also said the digital currency would be granted "legal tender" status, meaning it must be accepted as payment. There will be exceptions including for small businesses that do not accept any form of digital payment, according to the draft proposal. - Privacy concerns - The ECB has a difficult battle to win over Europeans. A public consultation showed that the number one priority when it comes to the digital euro is privacy. To calm people's fears, the ECB has stressed it would not attempt to control how people can spend the digital currency or use it for surveillance, as critics claim is the case in China. "The ECB would not set any limitations on where, when or to whom people can pay with a digital euro," ECB executive board member Fabio Panetta said in January. San Francisco: Google on Monday launched a free training programme for small-to-medium sized news publishers that would be available first in Europe and will roll out to more regions in the coming months.
Called the Digital Growth Programme under the Google News Initiative (GNI), it has been created to help establish and grow the online business of news publishers who have more recently started developing their digital platforms.
Currently available in six countries
The GNI Digital Growth Programme is available in six countries: Spain, the UK, Germany, Italy, Poland and France.
"It's all in local languages, and many more countries to follow in the coming months," the tech giant said in a statement.
As traditional media outlets urge social media giants to give their dues for using their news content especially during the difficult Covid-19 times, Google last month announcing a new licensing programme to pay publishers for high-quality content.
To be launched later this year, the programme will help participating publishers monetize their content through an enhanced storytelling experience that lets people go deeper into more complex stories, stay informed and be exposed to a world of different issues and interests.
Why Digital Growth Programme?
According to the company, demand for local news has grown as people try to stay up to date in the Covid-19 times.
"COVID-19 has also increased the financial challenges many of these news publishers face. It's now more important than ever to support local news, and that's why we are introducing the Digital Growth Programme," said Google.
In Europe, Google has partnered with FT Strategies and Table Stakes Europe from WAN-IFRA to deliver in-depth labs, which include intensive training sessions and mentoring delivered over a number of weeks and months.

New Delhi: Union Home Minister Amit Shah on Monday said that the National Population Register (NPR) was being prepared for the first time in the 2021 census and the exercise would be digital. Amit Shah also mulls the idea of multipurpose card for all citizens.
Informing that the 2021 census would be the most costly exercise done so far, the Home Minister said a total of Rs 12,000 crore was being spent this time.

The 2021 census, also the 16th Indian census, will continue till February 2021 and culminate on March 1 midnight, Shah said while laying the foundation stone of Janganana Bhawan here.
The minister said that the census which began in 1865 with a pen and paper will be digital in 2021 census and a mobile app will be used in the exercise, which is the eighth census after independence.
"NPR is being prepared for the first time in the 2021 census. It will help in solving several issues like law and order, gender equality," Shah said.
Appealing to people to participate in the 2021 census with full enthusiasm, he said the exercise is being done in 16 languages to facilitate people in filling their details properly.
Explaining about the Janaganana Bhawan, the minister said it is a seven-floor infrastructure which is being built on a green-building concept with a cost of Rs 44 crore and is expected to be completed by 2021.

The Home Ministeralso proposed the idea of a multipurpose identity card for citizens with all utilities like passport, Aadhaar, driving licence and bank accounts.

AP, New Delhi — US tech giant Google is investing in a $10 billion fund to help accelerate India’s transition to a digital economy in the next five to seven years.
Sundar Pichai, CEO of Alphabet Inc’s Google, said on Monday that the project will focus on building products that are relevant to India’s needs and empowering businesses for their “digital transformation”.
“Our goal is to ensure India not only benefits from the next wave of innovation, but leads it,” Pichai said in a digital keynote at a Google for India event.
The company also announced it will invest $1 million to support digital education in India. It said the fund will enable one million teachers in 22,000 schools across the country to use Google services that can facilitate online learning.
Prime Minister Narendra Modi has made digitisation a major priority for India, his government says.
He envisions a “Digital India” where high-speed Internet access will empower entrepreneurs to build software and other technology products to help raise the standard of living in a country where many households are still impoverished.
The Indian premier styles himself as a leader in touch with technology and has nearly 60 million Twitter followers.

By Michael Gonsalves: Evolve Technologies and Services, manufacturer of x-ray imaging machines, has launched what it claims to be India’s first digital dental detectors targetted at dentists in the country and overseas. The machine OraDect Pro DDX 1500 also comes with a health metre, the first of its kind, to track radiation effect on the dentist using the machine on patients. The Pune-based company which also manufactured digital x-ray machines for industrial applications and food sector is targetting sales revenues of Rs 100 crore from FY19. “OraDect Pro DDX 1500 is India’s first indigenously designed, developed and manufactured oral digital dental detector for use of dentists, dental clinics and dental surgery and endodontic treatment facilities,” Tilakraj Tandon, managing director at Evolve Technologies and Services told Financial Chronicle. He said the company’s team of 30 scientists and engineers worked over a year to design and develop the new OraDect Pro DDX 1500 machine with an investment of Rs 15 crore. “It has sensor chip, optics, electronics and software chip to produce accurate dental images for treatment,” Tandon said. The machine which carries a price tag of Rs 1.35 lakh would be launched pan-India in phases and also exported to Southeast Asia, Africa and West Asia, he said. Tandon said the OraDect Pro DDX 1500 is integrated with an in-house developed software for near instantaneous image capture and display. “Image enhancement functions like zoom, brightness, contrast and gamma supplement the dentist’s decision-making skills, helping them arrive at the correct diagnosis, quickly and confidently,” he said. Amitoj Sethio, executive director at Evolve Technologies and Services said the new machine also comes with a patient management system at no additional cost to the dentist so that they can take their practice digital in all aspects. “The patient management system allows the dentist to manage their appointment calendar as well as track patient information and their dental needs,” he said. Sethio said the company had already sold over 10 units in Pune city alone when it carried out a soft launch for trial and testing some time back. “At present, we have the capacity to produce 5,000 units annually,” he said. Tandon said Evolve was first company in India to receive a licence for commercial production of the digital X-Ray industrial inspection system from atomic energy regulatory board in 2012. Named 'Smart Vault', the locker is equipped with multi-layer security system, including biometric and PIN authentication and debit cards, among others. Customers can access it without any intervention by the branch staff, ICICI Bank said in a statement. "Through the Smart Vault, we bring a very different, much more convenient, state of art branch experience to the customers," ICICI Bank MD and CEO Chanda Kochhar said after its launch here. The 'Smart Vault' is an example of 'Make In India' programme as it has been designed and manufactured by Indian partners, she said. "The vault uses robotic technology to access the lockers from the safe vault and enables customers to access their lockers at any time of their preference," the statement issued by ICICI Bank, country's largest private sector lender, said. Asked about charges of the digital locker, Kochhar said: "The lockers are of two-three different sizes and charges would depend on that. Also, the locker charges in a city would vary depending on the real estate cost." Elaborating about the initiatives, HRD minister Smriti Irani said through mobile apps and website 'E-pathshala' students, parents and teachers can access study material online. Another initiative for CBSE schools 'Saransh', which was launched at an event at Vigyan Bhawan here, will help parents to compare subject-wise learning outcome of their children, with others at district, state and national levels. "We are trying to leverage technology not only to bring more transparency in school education system but also to create new learning opportunities for the children," Irani told reporters while speaking about the initiatives. She said her ministry, along with some state governments, was working to lessen the burden of exams on students and an announcement to this effect may be made in the coming year. Irani also complimented state ministers, saying because of their cooperation the dream to have toilets for girls in all schools has been realised. The HRD ministry has taken another initiative 'Shaladarpan', which was launched earlier in Kendriya Vidyalayas, in which parents will be kept informed about the child's presence, mark-sheets and time table etc. Speaking at the event, Irani said a committee had been constituted to look at the Mid-Day Meal Scheme framework from the point of view of nutrition. The HRD ministry, she said, plans to urge states that in this nutrition framework, they should prepare their own menus for their students. Lauding work done by individuals to disseminate education among masses, Irani said her ministry now provides a window 'I share for India', in which digital initiatives aiming to spread learning can be shared. She, however, added that these ventures should not be used for commercial gain. Irani also honoured various state education ministers present at the event and said because of their cooperation the 'Swacch Vidyalaya' dream had been achieved and all government schools have toilets for girl school.
